Idaho senior care communities, known as Residential Assisted Living Facilities (RALFs), can provide assisted living services as well as memory care services. RALFs are licensed by the Department of Health and Welfare, and they must follow certain standards for both types of senior care.[01]
First, RALFs must provide basic services to all seniors:[01]
Aside from the basic assisted living laws and regulations in Idaho, there are additional requirements for RALFs that provide memory care.
Residential Assisted Living Facility (RALF) staff must include one supervising administrator and one licensed nurse who can administer and delegate medication protocols. If there are no more than 15 beds, there must also be at least one staff member available while residents are sleeping. If the facility has more than 15 beds, the staff member must be both available and awake.[01]
RALFs that provide care to seniors with dementia have training requirements for caregivers. Caregiving staff have to receive specific training on topics including symptoms and behaviors, how to communicate, helping residents adjust to the community, and stress reduction.[01]
RALFs don’t have to provide apartment-style units, but the number of residents per housing unit is restricted. Unless a RALF was licensed before July of 1991, there can only be up to two residents per unit. In addition, the facility has to provide at least one toilet for every six seniors.[01]
RALFs that provide memory care must also have both an indoor and outdoor resident area that is safe and properly secured.[01] Examples include indoor common areas and enclosed outdoor courtyards.

Residential Assisted Living Facilities (RALFs) that provide memory care services are inspected, or surveyed, by the Licensing and Survey Agency 90 days after their initial license and again 15 months later. Unless additional surveys are needed due to violations, RALFs are then surveyed once every three years.[01]
Publicly available surveys can be found via Idaho’s Facility Licensing and Regulatory Enforcement System (FLARES) search tool. Start by typing in the name and address of a specific facility. If you don’t have this information or want to broaden your search, you can simply select your county. Next, click “Search Facilities.” Click on a facility’s name, scroll down to the Surveys section, and click on the magnifying glass icon in the View column to access the survey results.
