Medicaid

Known in Georgia as the Peach State Health Plan, Medicaid is a statewide health care program for those with limited assets and low incomes. It can’t cover the cost of room and board at a memory care facility, but it might be able to help cover in-home health care that a doctor says is needed. These benefits are accessed through a waiver program called the home and community based services (HCBS) waivers. Specifically in Georgia, seniors might be able to apply for the Georgia Elderly and Disabled waiver.

Medicare

Medicare, the health care coverage for those 65+, will not cover the cost of living for memory care, but it will help to offset some of the costs associated with necessary in-home or other medical expenses. If you or a family member is interested in Medicare, apply through Georgia Gateway.

There are a few notable Medicare Savings Programs that can help Marietta seniors over the age of 65, which are:

  • Qualified Medicare Beneficiary Program (QMB): By covering premiums, deductibles, and coinsurance, the QMB program fills in the gaps within Medicare coverage.
  • Specified Low-Income Medicare Beneficiary Program (SLMB): The SLMB program covers some of the costs for Medicare Part B.
  • Qualifying Individual Program (QI): The QI program serves the same purpose as SLMB but for individuals with a higher income.

Just like other benefits, the application process for Medicare can feel complicated. Understand Georgia laws and regulations for memory care facilities

Memory care facilities are licensed as a specialized form of an assisted living community by the Georgia Department of Community Health’s Healthcare Facility Regulation Division (HFRD). This means they must adhere to all the same rules and regulations that govern assisted living communities, which cover everything from meal expectations and how care is provided to medication management and staff training.

In addition to those rules and regulations, additional requirements for memory care apply:

  • The facility must have alerts on exit doors to ensure residents are not wandering off.
  • The facility must provide a secured outdoor space for residents.
  • Visual contrasts and adequate lighting that prevent shadows must be incorporated into the design of the memory care unit.
  • Multipurpose common spaces must be available for dining and activities.
  • Daily therapeutic activities must take place over the following areas: social activities, gross motor activities, outdoor activities, self-care activities, and sensory-enhancement activities.

Many of the other additional requirements for memory care facilities have to do with staffing and staff training. All staff are required to undergo training within 60 days of hire to understand the nature of Alzheimer’s and dementia and how to best care for seniors with those issues. Each facility is also required to have enough specially trained staff members to cover the needs of all residents. The regulations specify the exact ratio of how many nurses, direct care staff members, and medication aides must be available based on the number of residents and the time of day.

Residents must also have a written care plan that outlines the resident’s social and medical needs, along with any additional services necessary to ensure their well-being. It will also incorporate doctor’s orders, including specific instructions for addressing individual behaviors. This comprehensive care plan aims to address all aspects of the resident’s requirements and provide them with the best possible care.
