Veterans benefits in Tampa, Florida

The Florida Department of Veterans’ Affairs, or the FDVA, is a resource for veterans in Tampa looking for benefits counseling. The department has now made virtual benefits counseling available to better assist veterans and their families.

The FDVA operates an assisted living facility for veterans called the Robert G. Jenkins Jr. Veterans’ Domiciliary Home. While this 150-bed home is not in Tampa, all Florida veterans who require assisted living but do not need skilled nursing or hospital care are eligible for admission.

The VA pension and the Aid and Attendance benefit can be used to fund assisted living expenses for veterans who meet strict financial and medical requirements. To receive the Aid and Attendance benefit, a veteran must already receive a VA pension, be enrolled in VA health care, and be considered disabled. The Aid and Attendance can be used to pay for anything that improves the veteran’s quality of life, including room, board, and care at an assisted living community.

Medicaid for assisted living in Tampa, Florida

Florida’s Medicaid program is called Florida Medicaid, and it’s run by the Agency for Health Care Administration (AHCA). Low-income seniors may qualify to have their health care costs covered in an assisted living facility in Florida.

Florida Medicaid’s Long-Term Care program can help financially and medically qualifying seniors pay for their senior care services either at home or at an assisted living community. Seniors approved for Florida Medicaid are enrolled in a long-term care health insurance plan associated with their location. In Tampa, the available long-term care plan is Florida Community Care. To determine qualification for Medicaid, a free needs assessment is usually done in the senior’s home.

According to Florida Medicaid’s coverage policies, a senior must meet the medical eligibility requirement to receive long-term care services from approved providers. A senior’s medical need must be approved by the Comprehensive Assessment and Review for Long-Term Care Services (or “CARES”) program as “nursing-facility level.” Nursing-facility levels of need, as defined by the CARES program, can include personal assistive care that can be found in an assisted living setting, not just skilled nursing in medical care settings.

After a senior is approved for long-term care through Florida Medicaid, they may qualify for a home and community based services waiver (also known as HCBS waivers) to pay for their care services from approved providers. Care funded by the HCBS waiver program may be received at the residential setting of the senior’s choice and may cover the following types of care services:

  • Personal care (bathing, dressing, eating, hygiene)
  • Occupational, physical, respiratory, and speech therapy
  • Medication administration
  • Home-delivered meals
  • Homemaker services

While Florida’s Medicaid program will cover long-term care services associated with assisted living, it will not cover room and board in the assisted living facility. Medicare assisted living coverage in Tampa, Florida

Medicare is a federal program that may cover health care costs for seniors over 65 who have paid Medicare taxes or are married to someone who paid Medicare taxes. Like Medicaid, Medicare won’t cover the total cost of assisted living but may cover medically necessary services like prescription medications and inpatient hospital stays.

According to the U.S. Center for Medicaid and Medicare Services (CMS), Medicare Part A (hospital insurance) is responsible for covering medically necessary inpatient rehabilitation therapy. From days 1-60 in a rehabilitation facility, recipients will pay a $1,600 deductible. After that, seniors will pay a $400 coinsurance every day until day 90, after which you will pay $800 a day until your lifetime reserve days are used up.

Understand Florida laws and regulations for assisted living facilities

In Florida, the Bureau of Health Facilities Regulation licenses and regulates assisted living facilities. Depending on the care setting, the licenses and regulations may be slightly different. For example, residential group homes with a live-in caregiver need an additional license for Adult Foster Care. Assisted living communities that offer both independent living and skilled nursing units on-site need to apply for an Extended Congregate Care license.[04] To be eligible for assisted living in Tampa, Florida, a senior should not require 24-hour nursing care. The senior should be able to successfully complete their activities of daily living with caregiver assistance. The following are some other regulations that Tampa assisted living communities must adhere to:

  • Facilities must be kept clean and hygienic.
  • Regular meals should be provided.
  • Residents are allowed to keep their own clothing and possessions in their room.
  • Spouses should be allowed to share the same room if they are both residents of the community.
  • Communication from the assisted living community with family members or guardians must happen at least every 30 days.

Employee training

All employees of assisted living communities are required to pass a background check. Within 30 days of starting their employment, caregiving staff must complete 1 hour of training on mitigating infectious diseases and 3 hours of training on senior residents’ needs. Administrative staff of assisted living facilities need to complete an initial 26 hours of training and 12 hours of continuing education every two years.[04]

Inspection reports

After an initial inspection, assisted living communities in Tampa go through inspections every two years. Inspection results are available to the public on the Agency for Health Care Administration website. To find an inspection report, click the “Statement of Deficiencies” tab, and in the drop down menu for “Provider type” select “Assisted Living Facility.” To search for individual facilities, write the name of the facility under “Provider name,” or simply select “Hillsborough County” to see the inspection results for every assisted living community in Tampa.

COVID-19 regulations for Tampa assisted living communities

Florida does not have any mandatory COVID-19 regulations for assisted living facilities, but it does use a preparedness checklist for nursing homes, assisted living facilities, and other long-term care facilities. Clearwater has a higher concentration of assisted living options than the city of Tampa.
