Selling a house

Qualified counselors at VSOs can help you identify and apply for suitable benefits, file a claim, or appeal a denied claim.

In West Virginia, you can reach out to the West Virginia Department of Veterans Assistance (or WVDVA) to find a VSO in your area. On the website, you can search for service offices by county. Your county’s office can put you in touch with local, nonprofit VSOs — like the Veterans of Foreign Wars (VFW) or American Legion — to help you maximize your entitled benefits.

Medicaid is a health care program offering coverage to low-income individuals and individuals with disabilities. West Virginia’s program is referred to as West Virginia Medicaid, and it’s jointly funded by the West Virginia and federal governments.

As of 2022, Medicaid-covered services in West Virginia include the following:[02]

  • Primary care and specialty care
  • Lab, X-rays, and hospital services
  • Home health and personal care services
  • Emergency transportation services
  • Prescriptions and some medical equipment
  • Physical, occupational, and speech therapies

For Medicaid to cover long-term care services within an assisted living community, residents must apply for West Virginia Medicaid’s home and community based services (HCBS) program. In West Virginia, seniors can use the Aged and Disabled Waiver (ADW) program to receive long-term care support within their home or assisted living facility.

The Aged and Disabled Waiver covers the following services within a West Virginia assisted living facility:[03]

  • Personal care services (medication administration, assistance with ADLs — bathing, grooming, etc.)
  • Case management services
  • Basic skilled nursing services
  • Non-medical transportation services (grocery shopping, picking up medications, etc.)
  • Personal emergency response systems

To qualify, seniors must qualify for Medicaid and meet all of the following standards:[03]

  • Be approved for a nursing home level of care
  • Require assistance with at least five activities of daily living (ADLs)
  • Live in a community that’s safe for caregivers, case managers, and nurses

Medicare is a health care program funded by the federal government. It provides coverage to any U.S. citizen aged 65 or older. Medicare doesn’t cover rent at a West Virginia assisted living facility, but it can help cover medical expenses provided within one.

Most seniors receive Medicare Parts A and B, which typically covers the following medical costs in West Virginia:[04]

  • Medicare Part A covers some inpatient hospital care, a stay at a skilled nursing facility, hospice care, lab tests, surgeries, and home health care services.
  • Medicare Part B covers doctors’ services, outpatient care, medical equipment, home health care, and some preventive services.

Assisted living requirements and regulations in West Virginia

In West Virginia, assisted living facilities are commonly referred to as assisted living residences (ALRs). These facilities are regulated and licensed by the Office of Health Facility Licensure and Certification at the Department of Health and Human Resources.

To qualify as an assisted living residence in West Virginia, a facility must provide housing, personal care services, supervision, and some skilled nursing services to four or more residents. If a facility provides care to 4-16 residents, it’s considered a small assisted living residence. And, if a facility provides care to 17 or more residents, it’s considered a large assisted living residence.[05]

Assisted living residences undergo an initial inspection before licensure. Thereafter, facilities are inspected on a yearly basis. You can find an assisted living residence’s most recent inspection report using the Office of Health Facility’s Licensure and Certification’s Health Care Facility Lookup.
