Medicaid

Nevada Medicaid provides health care insurance to eligible Henderson seniors of low-income status. It can cover the cost of 24/7 skilled nursing home care in Henderson, Nevada. However, this type of care must be medically necessary due to a diagnosed medical condition in order to be covered.[04,05] Please note that Nevada Medicaid doesn’t cover the cost of rent in private senior care facilities, like assisted living and memory care facilities. But it will cover room and board at a Medicaid-contracted nursing home.

Medicaid for assisted living and memory care

Medicaid doesn’t cover rent at a private assisted living or memory care facility, but some on-site care services may be covered. Through senior-specific waiver programs or Long Term Services and Support waiver programs, seniors can receive Medicaid-covered care services in their current place of residence, as long as it’s a residential or community setting.

One Medicaid waiver for seniors is the Aging and Disability Services Division (ADSD) Assisted Living Waiver. This waiver may cover the costs of daily personal care services, such as assistance with feeding and personal hygiene. The Home and Community Based Services Waiver for the Frail Elderly is another senior-specific Nevada Medicaid waiver. Its purpose is to help seniors remain in their chosen place of residence and avoid a move into a long-term care facility. In order to benefit from this waiver, seniors have to be eligible for Nevada Medicaid.

Dual Medicaid and Medicare coverage

Nevada also has a Dual Eligible Special Needs Program (or D-SNP) for seniors enrolled in both Nevada Medicaid and Medicare. This program can improve care quality by coordinating care services between Medicaid and Medicare. D-SNP also combines coverage from both programs to help eligible seniors get the most from their benefits.   • Medicare Part A covers inpatient hospital stays, some in-home health care, hospice care, and rehabilitation services.

Understand Nevada laws and regulations for Henderson nursing homes

Nursing homes, or skilled nursing facilities, as well as assisted living facilities in Nevada must be licensed by the state’s Bureau of Health Care Quality and Compliance (HCQC). Nursing facilities in Nevada must adhere to the following requirements to remain licensed by the state:[08]

  • Facilities must have a bed for each resident.
  • Facilities must be managed by a licensed administrator.
  • Staff must be available 24 hours a day to residents, and a full-time registered nurse with at least three years of nursing care facility experience must be present.
  • There must also be one designated licensed practical nurse on-site during each skilled nursing shift.
  • Facilities must be in partnership with a minimum of one local hospital that accepts senior transfers.
  • Each resident receives a comprehensive care plan that includes care services for their psychological, social, and physical well-being.
  • A resident’s medications must be administered by a caregiver, unless the caregiving team agrees self-administering is safe.
  • Meal services must be supervised by a licensed dietician.

Nevada’s Bureau of Health Care Quality performs annual unannounced inspections of skilled nursing facilities to ensure compliance with each of these requirements.[09]

Facility licensing and grading system

Assisted living and memory care facilities in Nevada must be licensed under the category of “Residential Facilities for Groups” by the Bureau of Health Care Quality and Compliance (HCQC). The license ensures each community provides qualified senior care. Nevada’s Division of Public and Behavioral Health ranks residential facilities with an inspection-based grading system. Inspectors note concerns on staff and safety with the following grades:[10]

  • A facility with an “A” grade has either minimal or no concerns.
  • Those with a “B” grade have multiple concerns or issues with their administration that may cause harm to residents if left unaddressed.
  • To earn a “C” or “D” grade, a facility must have several issues with their administration, concerns that have already caused harm to residents, or both. After receiving a “C” or “D” grade, the facility must be reinspected until it receives an “A” or “B” grade.

Licensing requirements

In general, all assisted living and memory care facilities in Nevada must adhere to the following requirements to maintain their state licenses:[11,12,13]

  • Facilities must meet each resident’s evolving needs and reduce the likelihood that the resident will need to move to another care facility.
  • Facilities are not allowed to admit residents that are bedridden, require restraint, or require 24-hour skilled nursing care. However, seniors who currently live in the facility will not be displaced or transferred if they grow to need 24-hour skilled nursing care. Current residents who qualify for HCQC-approved hospice care can also remain in their communities in the event they require hospice.
  • Private rooms must be at least 80 square feet. Shared rooms must have at least 60 square feet of floor space for each senior resident.
  • Shared rooms can’t have more than three residents.
  • All building exits must have alarms or other auditory signals to alert caregivers of wandering and safety concerns.
  • All outdoor spaces must be completely gated and locked.

Staffing and caregiver requirements

Staff and caregivers must comply with the following regulations at licensed assisted living and memory care facilities in Nevada:[12,13]

  • Assisted living facilities with over 20 residents need at least one employee on-site who’s awake at all times.
  • Caregivers must be at least 18 years old and complete care-related training such as CPR and first aid.
  • If the facility provides memory care, all caregivers and administration must complete at least 8 hours of specialized memory care training, in addition to general caregiver training.

Facility inspection reports

The Nevada Department of Health and Human Services (or DHHS) inspects each assisted living facility before it’s licensed as a Residential Care Facility for Groups. These facilities are also inspected after a complaint has been filed. You’ll find public inspection reports in Nevada’s Department of Health and Human Services (DHHS) Provider Search Form. To use this search form, select “Health Facilities” under the Business Unit search criteria, select “Residential Facility for Groups” under the Credential Type criteria, then enter the name and the address of the facility you want to learn about.
