Paying for assisted living out of pocket isn’t the only option for seniors and their families. While they may use personal assets such as savings and retirement accounts, there are also several state and federal programs available to eligible seniors that may help cover some costs. Personal finances are one of the options seniors and their families can use to pay for assisted living. These assets can include savings accounts, pensions, investment returns, Social Security benefits, and any of the following options:

Veterans Affairs benefits for assisted living in Los Angeles

There are several benefits and programs designed for veterans in Los Angeles who are over the age of 65. CalVet is California’s veteran services program through which qualifying senior veterans or their surviving spouses can enroll in a Veterans Benefit Enhancement Program (or VBE). A VBE Program enables seniors to transition from California’s Medicaid program to VA health care. By switching to VA health care, seniors with disabilities have even more opportunities to access VA living assistance benefits.

A popular benefit among senior veterans is the VA pension, which provides monthly payments to eligible wartime veterans. To qualify, seniors must meet the following criteria:

  • The senior hasn’t received a dishonorable discharge.
  • The senior’s annual family income and net worth meet Congress’ limits.
  • The senior served at least 90 days of service, including one day of wartime.

The senior must also meet one of the following criteria:

  • Be at least 65 years old
  • Be diagnosed with a permanent disability
  • Be currently receiving Social Security Disability Insurance (SSDI) or Supplemental Security Income (SSI)[03]

Veterans who qualify for VA pension and are enrolled in VA health care can apply for the VA Aid and Attendance benefit. The Aid and Attendance benefit provides monthly payments that can be used alongside a VA pension to pay for any assisted living costs that can improve the veteran’s quality of life.

In addition to the VA pension criteria above, a veteran must meet at least one of the following requirements to be eligible for the Aid and Attendance benefit:

  • Needs help with activities of daily living
  • Has an illness that keeps them in bed for most or all of the day if left untreated
  • Has significantly impaired vision
  • Currently lives in a nursing home or skilled nursing facility[04]

The Housebound allowance is another opportunity available to seniors who are enrolled in VA health care. This benefit can also be used alongside a VA pension, and it can help seniors with disabilities pay for necessary in-home care. To receive the Housebound allowance, a senior must meet the following requirements:

  • Receive a VA pension
  • Spend the majority of their time at home due to a permanent disability.[04]

Seniors can apply for the Aid and Attendance benefit or the Housebound allowance if they’ve received acknowledgement from the VA that they need daily assistance or in-home care. It’s important to note that seniors cannot use the Aid and Attendance benefit and the Housebound allowance at the same time. You can apply for either the Aid and Attendance benefit or the Housebound allowance by downloading and completing the VA Form 21-2680.

Note: Applying for these benefits is a lengthy and challenging process, so seniors should consider seeking out local veteran advocates to help them apply.

There’s a wide range of options that can assist senior veterans with their benefit applications, including the Los Angeles VA Regional Benefit Office. Los Angeles also offers several resources for veteran housing assistance, such as the Legal Aid Foundation of Los Angeles and the Veterans Affairs Supportive Housing Program. Or, seniors can take advantage of the local support resources and veterans associations, including specific VA clinics, the city’s Veterans of Foreign Wars (or VFW) location, and the Los Angeles chapter of Disabled American Veterans (or DAV).

Los Angeles Medi-Cal coverage for assisted living

Medi-Cal is the name of California’s Medicaid program. Seniors of low-income status may have the option to use Medi-Cal to cover the costs of health care services.

If a senior is eligible for Medi-Cal, they may benefit from the Assisted Living Waiver (also known as ALW). ALW is a Home and Community Based Services waiver that helps seniors receive care in an assisted living community rather than in a hospital or a skilled nursing facility.

Note: This waiver only covers the cost of care services. It does not cover the cost of room and board in an assisted living facility.

Seniors in Los Angeles can also access Covered California, an online health care portal that offers both Medi-Cal and full coverage health care plans. The Covered California application and the Medi-Cal application are one and the same, so seniors of low-income status can apply through this portal to see if they qualify for Medi-Cal. The Medi-Cal Rx Customer Service Center as well as L.A. Care Medi-Cal are additional resources for seniors applying for Medi-Cal.

In addition, the county’s Long-Term Care Ombudsman programs advocate for seniors’ rights and help seniors with issues regarding care quality and applying for Medi-Cal benefits. Medicare assisted living coverage in Los Angeles

Medicare is a federal health insurance program available to seniors who are at least 65 years old. Medicare won’t cover the costs of room and board in assisted living. Instead, this program only covers medical costs and is split into various parts:

  • Medicare Part A serves as hospital insurance. It covers inpatient hospital stays, hospice care, and some home health care.
  • Medicare Part B works as medical insurance. It covers certain doctors’ appointments, outpatient care, medical supplies, and preventive services.
  • Medicare Part D offers coverage for prescription medications and some shots or vaccines.[05]

Seniors who are already enrolled in Medicare and meet certain low-income criteria may be eligible for California’s Medicare Savings Programs. These programs can help seniors cover part of their Medicare premiums, deductibles, and copayments. Seniors can apply for Medicare Savings Programs online and receive assistance with the application process from local support organizations.

The city’s Social Security Administration office and the county’s Long-Term Care Ombudsman can assist seniors with all their Medicare questions. The Health Insurance Counseling and Advocacy Program (or HICAP) is another local program that provides Medicare guidance and helps residents apply for benefits. Another option is 211 LA, which is the city’s guide to local services and other programs.

Understand California laws and regulations for assisted living facilities

The California Department of Social Services (CDSS) monitors and licenses assisted living facilities in Los Angeles. The CDSS also licenses and regulates all other senior care facilities in the state, often called residential care facilities for the elderly. In addition, the CDSS licenses continuing care retirement communities (CCRCs), which provide independent living, assisted living, memory care, and skilled nursing services all on one senior living campus.[06]

Seniors must be assessed before joining an assisted living community in California. Each assisted living facility is responsible for interviewing each prospective resident and reviewing their health records before they move in. Assisted living facilities are required to follow these regulations:

  • House a maximum of two residents per bedroom
  • Provide individual privacy in each bathroom
  • Ensure bedrooms can accommodate equipment, such as wheelchairs and walkers
  • Provide clean and accessible common areas for residents
  • Provide activities involving social, leisure, and daily living skills[07]

Assisted living facilities are inspected by the CDSS once a year and within 10 days of receiving a complaint.[07] Inspection reports for each licensed community can be found through the CDSS Care Facility Search. Scroll down to “Search By Facility Group,” and select “Elderly Assisted Living.” Then, select the “Facility Type” and “Los Angeles County.” Finally, click on the search button. COVID-19 regulations for Los Angeles assisted living facilities

Preventing the spread of COVID-19 remains a high priority for Los Angeles County and its residents. Read Los Angeles County Public Health’s current COVID-19 guidelines for frequently updated information.

In addition, assisted living facilities must follow the county’s COVID-19 guidelines for care facilities:

Masking. Staff and visitors are required to wear masks indoors. Residents are encouraged to wear masks indoors, but they aren’t required to do so.

Vaccinations. All staff are required to show proof of vaccination. Visitors no longer need to show proof of a negative COVID-19 test or vaccination status to enter an assisted living facility.

Staff safety. All staff who interact with symptomatic residents must wear an N95 mask and either goggles or a face shield. Disposable gloves are used for all cleaning and caregiving tasks.

Facility cleanliness. All communal surfaces must be cleaned and disinfected once a day.

Quarantining. New residents must be quarantined for 10 days, unless they’re up to date with their COVID-19 vaccine and don’t have symptoms. Current residents and staff who test positive for the virus must also quarantine for 10 days.

What to expect from assisted living in Los Angeles

Seniors who choose assisted living facilities in Los Angeles have many unique options before them. You or your loved one can choose a facility that offers various levels of on-site care services, a smaller care community that features a homelike setting, or even a facility that identifies with a specific cultural background. There’s also an abundance of resort-style assisted living communities in Los Angeles, especially in areas like Beverly Hills and in the heart of Los Angeles.

Combined senior care

Many of A Place for Mom’s assisted living communities in Los Angeles offer on-site memory care services, which cater to residents who have Alzheimer’s disease or another form of dementia.
