How people pay for assisted living in Naples

Families often use income and assets to cover the cost of assisted living, which might include:

A loved one’s family members may even contribute to help cover monthly costs.

VA benefits

The U.S. Department of Veterans Affairs (VA) provides a wide range of benefits to eligible veterans and their family members. Some of these VA benefits can help pay for assisted living, including:

  • Veterans Pension
  • Aid and Attendance benefits
  • Disability Compensation

Surviving spouses of eligible veterans may qualify for a Survivors Pension or Dependency and Indemnity Compensation that can help cover their care in assisted living.

Understanding and applying for veterans benefits can be time-consuming and complex. It’s best to do plenty of research and seek benefits counseling before applying. Improper planning or an incomplete application can result in denied or delayed benefits – or even a penalty period of ineligibility in some cases.

Resources for veterans in Naples

According to the U.S. Census Bureau’s 2023 American Community Survey, nearly 10% of Naples residents are veterans, most of whom are 65 and older.[03] Naples offers several resources for these veterans and their families, including:

  • Naples VA Clinic
    800 Goodlette Road N., Suite 120
    Naples, FL 34102-5402
    Phone: 239-659-9188

Medicaid

Medicaid is a joint federal and state program that helps people with limited income and few assets cover health care and long-term care costs. The Agency for Health Care Administration administers Florida’s Medicaid program, which is often referred to as the Statewide Medicaid Managed Care program.[04]

Florida Medicaid’s LTC Program covers a range of home- and community-based services, including those provided in assisted living communities.[05] However, Medicaid won’t pay for room and board in assisted living.[06] Assisted living residents on Medicaid must find another way to cover rent and meals.

To qualify for Medicaid-covered assisted living in Florida, a person must:[07]

  • Be 65 or older and eligible for Medicaid; or
  • Be 18 or older and eligible for Medicaid due to a disability; and
  • Require a nursing facility level of care (or a hospital level of care for those with cystic fibrosis)

Florida’s Comprehensive Assessment and Review for Long-Term Care Services (CARES) Program at the Department of Elder Affairs (DOEA) handles medical eligibility determinations. This free in-home assessment “identifies long-term care needs and recommends the least restrictive, most appropriate placement.”[07] Florida’s Department of Children and Families (DCF) assesses an applicant’s financial eligibility, although the Social Security Administration handles this for Supplemental Security Income (SSI) recipients.[07]

It’s important to note that Florida’s LTC Medicaid program is a waiver program. That means it can only accommodate a limited number of participants at one time. Eligible people may be placed on a waiting list before they can enroll in the program and begin receiving benefits. The waitlist is grouped by priority score and rank to ensure the frailest Floridians receive the care they need as it becomes available.[08] Priority for enrollment is not based on how long an individual has been on the waiting list.

Understanding Medicaid programs, benefits, eligibility criteria, and the application process can be difficult. It’s best to seek specialized benefits counseling through local or state agencies and/or a knowledgeable elder law attorney to avoid incurring a penalty period of ineligibility for Medicaid.

Medicare

Medicare is a federal health insurance program for people who are 65 and older and younger people with disabilities or specific conditions like end-stage renal disease or ALS.[09] Medicare won’t cover assisted living or any other type of long-term care. However, Medicare may cover some items and services that a senior uses or receives in an assisted living community, such as medications, durable medical equipment, and more.

I'd say it's great pretty much on all grounds, but has gotten very expensive, and rates continue to go up every chance and increases are larger each time. This place was middle of the Rd in cost, but offered a great room, and was near airport for me, and he liked it too. Menu was great.

What is assisted living like in Naples?

Naples, Florida, offers a resort-style retirement near the beach or the heart of downtown. It’s the perfect city for people who are fond of warm climates and upscale living. At a Naples assisted living community, you can expect luxury amenities and an abundance of enriching activities and events.

Coastal resort-style living

Most Naples assisted living communities offer private or companion apartments, suites, or villas with high-end furnishings and appliances. Compared to other cities in Florida, the cost of living in Naples is relatively high, making it an expensive place to live. For context, Naples assisted living communities cost about 8% more than Bonita Springs and Fort Myers.[01]

In addition to the desirable proximity to white sand beaches, you can expect plenty of fine dining options and high-end stores throughout the city, including luxury boutiques and name-brand designers. You’ll also have plenty to enjoy within your assisted living community, from live musical and theater performances to classes and lectures from visiting professors.

A range of senior living options

Most assisted living communities in Naples offer more than one level of care. This means that, in addition to assisted living, communities offer independent living, memory care, or both. Communities that offer multiple levels of care are ideal for couples and seniors who anticipate increasing care needs as they age. This arrangement makes it convenient for older adults to receive the support they need without a disruptive move to a new facility.

Assisted living communities in Naples are known for their luxury retirement amenities. You’ll often find some or all of these outdoor amenities:

  • Outdoor heated pools
  • Spas
  • Putting greens
  • Bocce ball courts
  • Courtyards
  • Walking paths
  • Bike paths
  • Dining patios

These indoor amenities are also commonly found among our Naples partner communities:

Transportation for seniors in Naples

Almost all of our partner assisted living facilities offer senior transportation services. In fact, 88% offer either complimentary transportation.[01] Naples is a car-dependent city with few walkable areas, so these senior-friendly services provide a convenient and safe way to get around the city.

However, there are some neighborhoods that are easier to get around without a car. According to Walk Score, Old Naples, Lake Park, and Sun Terrace are the most walkable neighborhoods in the city.[12]

Collier Area Transport (CAT) is the local public transit system, which offers numerous bus routes in and around Naples. CAT’s fleet of buses is fully accessible. CAT also provides a door-to-door paratransit service called CATConnect for those who have disabilities and those who are transportation disadvantaged.

On the waterfront, Naples Bay Water Shuttle connects riders to popular dining and shopping spots in the city.

Below are Walk Score’s ratings for Naples, which range from zero to 100. These scores may help seniors and their visitors find ways to explore the city, as a higher score means that the mode of transportation is easy to access.

Assisted living laws and regulations in Florida

Florida’s Bureau of Health Facility Regulation licenses and inspects all assisted living communities in Florida. In addition to a standard license, assisted living communities may pursue specialty licenses that permit the provision of limited nursing services, extended congregate care, or limited mental health services.[13]

Standards of care

Assisted living communities with standard licenses provide housing, meals, and personal care services. Trained staff may help residents with taking their medications, but only licensed staff are permitted to administer the medications.[13]

At least one person who is certified in first aid and CPR must be on the premises at all times.[13] Other staffing requirements depend on the size of the facility. In general, facilities must have enough staff present to meet residents’ needs at all times.

There are also strict training guidelines for staff members on everything from emergency procedures to providing personal care. Specialized training is required for staff assisting those with Alzheimer’s or other forms of dementia.[13] Staff members are also required to pass extensive criminal background checks.[13]

Inspections

Communities are inspected before initial licensing and at least every two years afterwards to help ensure they comply with state regulations.[13] These inspections generally cover the elements below:[14]

  • Clinical records
  • Staffing reports
  • Resident and staff interviews
  • Compliance with all regulations

You can look up assisted living facility inspection reports using the Agency for Health Care Administration Public Record Search tool.

Why do licensure and inspection reports matter to families?

State regulations — and a community’s track record with inspections and licensing — offer important insights into safety and quality of care in senior living communities.

Download the Guide to Senior Living Licensure and Inspection Reports to learn what to look for in inspection reports and what questions to ask when touring communities. This resource explains how to use state licensure and inspection information to evaluate a community’s compliance, care standards, and responsiveness to issues.
